The repo as the system of record

Build lab (Module 14, L14.1): the repo is the system of record when a short map points at complete docs and a mechanical check fails the build. On the broken fixture doccheck names 3 failures and exits 1 (a missing path config/agent.yaml, docs/layout.md with no owner, and docs/run.md example 0 raising RuntimeError). The fixed fixture exits 0 with 0 failures. The short map is 8 lines; the explained map is 48, over the 40 line cap. Freshness is an owner plus a date inside a 90 day window, not a date alone. In-memory fixtures, seed 0, no model call.
